CHCR is in full compliance with all New York state and federal regulations.

After completing independent audits for 2008 and 2009, CHCR strengthened internal controls and implemented policies and procedures to improvement management of payroll, patient files, net assets and bad debts. CHCR implemented biometric hand scan time and attendance system to improve payroll accuracy and reduce overtime costs.

Efficiency

Patients rarely think about the back office operations of their healthcare clinic and that is the way it should be. But for our business team at CHCR, efficient, economical and compliant financial and patient data management is Job One. In 2010, we began implementing the eClinicalWorks Practice Management & Electronic Health Records System. The system, which will be fully operational in mid-2011, brings greater precision and efficiency to scheduling, billing, collection and patient data management. Improvements in bill collection and financial management systems enabled CHCR to recover more than $1M in back billing for patient services revenues from the New York Medicaid Office.

Federally Qualified Health Center (FQHC) Status

As one of the healthcare centers funded through the American Recovery and Reinvestment Act (ARRA) of 2009, we received a total of $1.6M in ARRA grants between 2009 and 2011.  These funds were used for general operations and to underwrite the electronic health records system implementation, expand center hours to accommodate a greater patient load, and increase access for services.

CHCR applied for and received medical malpractice insurance coverage under the Federal Tort Claims Act.  This medical malpractice insurance coverage, effective August 2010, provides CHCR with representation by the U.S. Department of Health and Human Services Office of General Counsel in the event of claims or notice of medical malpractice claims.

Recruitment Advantages

CHCR is located within a Health Professional Shortage Area (HPSA), which enables us to recruit clinicians through the National Health Service Corps Scholars Program and Loan Repayment Program. In exchange for a service commitment to CHCR, medical student loans can be forgiven.

CHCR is a Health Center Program grantee under 42 U.S.C. 254b and a deemed Public Health Service employee under 42 U.S.C. 233(g)-(n).
